Spring Budget Speculation 2023

Spring speculation

The Spring Budget is widely expected to be a very low-key event in comparison to fiscal events over the past couple of years. The Chancellor’s focus is likely to be on advancing the growth agenda and continuing cost of living support where needed, subject to the need to maintain economic credibility at all costs.

The challenge, of course, will be to juggle demonstrating direction towards meeting the Prime Minister’s priority pledges made on 4 January – to halve inflation, grow the economy, reduce the national debt, reduce NHS waiting lists – and the Chancellor’s own priorities for economic growth, encapsulated by his ‘Four Es’ – enterprise, education, employment, and everywhere.

However, although potentially the least spectacular in recent times, the Spring Budget remains hugely significant for the Prime Minister and his government – the fiscal and economic policies drawn up by Sunak and Hunt will be decisive if the Conservatives are to recover their standing before the next General Election, or indeed the local elections this May.

Our Speculation Document outlines the confirmed and speculated measures in such policy areas as:

  • Economic Growth
  • Science, Innovation & Technology
  • Tax Cuts
  • Cost of Living Response
  • Pensions & Pay
  • Employment
  • Domestic Spending
  • Transport, Energy & Infrastructure
